U.S.- Pakistan Center for Advanced Studies in Water (USPCAS-W)

at Mehran University of Engineering and Technology (MUET), Jamshoro

MUET, with USAID funding and in partnership with University of Utah, USA, is establishing a modern and applied policy research center, the U.S.-Pakistan Centers for Advanced Studies in Water (USPCAS-W). The Center will admit graduate students in four thematic areas: Hydraulics, Irrigation, and Drainage (HID), Integrated Water Resources Management (IWRM), Environmental Engineering (Env.Eng), and Water, Sanitation, and Health (WASH).

USPCAS-W invites applications from dynamic and high performing qualified professionals for the positions given below. The Center offers an attractive remuneration package commensurate with the individual’s qualification and experience. All positions are contract basis. The project period is five years and is likely to be continued further.

Deputy Director: The Deputy Director should complement the strengths and responsibilities of the Project Director. The Deputy Director will be responsible for day-to-day project management, including management of staff, activities and oversight of monitoring, evaluation and reporting. The requirements of the Deputy Director include the following:

  • A minimum of 05 years of progressively more responsible experience managing donor- supported higher education and human and institutional capacity development projects;
  • A demonstrated ability to work collegially and productively with a variety of partners and stakeholders;
  • A Master’s degree in a relevant field, preferably from internationally recognized university;
  • Significant contract and/or grant management experience;
  • Strong expertise in water technologies and water management issues; and
  • Ability to participate in all representation and technical meetings in English; speaking Urdu and local languages is preferred.

 

Director of Administration: The incumbent holding this position will provide overall technical and administrative leadership in the areas of project administration and procurement.  The requirement of Director of Administration includes :

  • A minimum of 05 years of experience in administration.
  • A master’s degree in Business Administration, Management, or another relevant field
  • Experience with international development programs and actors, including major donors and implementing organizations such as NGOs. Experience managing grants under a USAID-funded project strongly preferred.
  • Demonstrated effective interpersonal skills, leadership, creative problem-solving and ethical management;
  • Excellent oral and written communication skills; and,
  • English language fluency is required. Knowledge of Urdu and other local languages strongly preferred.

 

Monitoring and Evaluation Specialist: The Monitoring and Evaluation (M&E) Specialist shall be responsible for coordinating the development of a performance management plan for the project, including performance monitoring criteria. S/he shall have:

  • A Master’s degree from an accredited well renowned university in a relevant field.
  • A minimum of 05 years of monitoring and evaluation experience using USAID or similar systems and templates with at least three of these years preferably working on higher education programs.
  • Strong M&E skills, data analysis and report writing skills required;
  • Excellent oral and written communication skills; and English language fluency is required. Knowledge of Urdu and other local languages preferred.

 

Financial and Grants Manager:  The incumbent holding this position shall provide overall technical and administrative leadership in the areas of financial management and grants management for the USPCAS-W project at MUET. General responsibilities will include accounts payable, cost allocation, quarterly reporting, payroll, budget preparation, grants management, and tracking support. In addition, the Manager will be responsible for setting up the USPCAS-W grants manuals, policies, procedures, performance score cards and reporting systems and requirements that are compliant and congruent with USAID grants management regulations.

The position, at a minimum, requires the following qualifications:

  • A minimum of 05 years of experience in Financial Management and post-graduate qualifications in Finance, Business Administration, Management, or Accounting;
  • Experience with international development programs and actors, and with universities and institutions of higher education.
  • Experience managing grants under a USAID-funded project preferred;
  • Demonstrated effective interpersonal skills, leadership, creative problem-solving and ethical management;
  • Strong data analysis and report writing skills;
  • Excellent oral and written communication skills; and
  • English language fluency is required. Knowledge of Urdu and other local languages strongly preferred.
