NOTICE INVITING TENDER.

Sealed tenders / Bids are invited from the interested Firms/ Contractors/ Suppliers/ Manufacturers (Registered with Income Tax / Sales Tax Departments) for the following on market / item rates basis as per provision of Rules 46(i) of SPPRA (Single stage – one envelop procedure and meeting the eligibility criteria as follows:-

Eligibility Criteria:    The blank tenders / bids will be issued to only those contractors / firms who meet the following eligibility criteria.

1. Relevant Experience:       

(i)         The interested contractors must have completed 3 Nos. similar nature of works having completion cost of each work Rs. 2.5 Million or more in last 05 years. The work orders / offer orders and the completion certificates for such works must be attached with application.

(ii)        The interested contractors must have at least 01 work of similar nature each costing Rs. 2.5 Million or more in hand. The work orders of such works be attached with the application.

 

2. Turn over of last 3 years: Average annual turn over of last 3 years must be at least 10 Millions (For verification, the income tax return for last 3 years be attached with the application).

3. Income tax, Sales tax and professional tax certificate must be attached with application.

4. Affidavit on stamp / Judicial paper stating that the firm has not been black listed before at any stage be attached with the application.

1.         The tender documents can be obtained from the office of undersigned at Mehran University of Engineering & Technology, Shaheed Z.A Bhutto Campus Khairpur Mir’s against the written request on letter head and on payment of Rs.2,000.00 in the shape of pay order (non-refundable). On the name of Project Director. Tenders will be issued from 05-12-2014 to 22-12-2014 on working days only and during office hours.

2.         At the time of purchasing tender documents, the bidder/ Contractors/ Firms/ Companies/ Suppliers should bring their credentials (Broucher) for verification of their eligibility as mentioned above otherwise bid documents will not be issued.

3.         Preference shall be given to those bidders who would have markable experience of working on same nature of works with Universities / HEC recognized Educational Institution of Sindh Province.

4.         The filled sealed tenders accompanied with the pay order / call deposit in favour of the Project Director, Mehran University of Engineering & Technology, Shaheed Z.A Bhutto Campus Khairpur Mir's, equivalent to 2% of the total bid cost as earnest money / bid security will be received in the office of the undersigned at Mehran University of Engineering & Technology, Shaheed Z.A Bhutto Campus Khairpur Mir's upto 12:00 Noon on 23-12-2014 and will be opened on the same day at 01:00 p.m. in presence of the Contractors / Representatives, who so ever will be present at that time.

 

5.         Bid validity period is 60 days from the date of opening of the bids.

 

6.         Any conditional tender or un-accompanied of the earnest money / bid security of required amount and form will not be considered in the competition and will be rejected.

 

7.         Bids must be offered on the prescribed bid documents issued by Mehran University of Engineering and Technology Shaheed Z.A Bhutto Campus Khairpur Mir’s. However additional sheets may be attached, if required.

 

8.         The total bid amount as well as the rate of items must be filled both in figures and words and in case any correction is made by the contractor then each correction must be initialed by the contractor, otherwise the tender is liable to be summarily rejected. No over writing is allowed is any case.

 

9.         In case of undesirable circumstances on submission/ opening date & time or if Government declares Holiday the tender shall be received / opened on the next working day at same time & venue.

10.       The procuring agency may verify the information given by the bidder from the departments where they have already worked.

 

11.       If any fake documents are found, then the tender is liable to be rejected / cancelled without any compensation and with penalty as per rules.

 

12.       Canvassing in connection with tenders is strictly prohibited and tenders submitted by the contractors who are reported canvassing will be liable for rejection.

 

13.       The Procuring agency may visit the workshop of the bidder as and when required by giving short notice on telephone.

 

14.       Bid security of the unsuccessful bidder shall be released once the contract has been finalized with successful bidder or the bid validity period has expired whichever is earlier.  

 

15.       The procuring agency may reject all or any bid subject to the relevant provision of SPPRA Rules 2010.
